The Maharashtra state cabinet has approved a comprehensive new electric vehicle (EV) policy aimed at accelerating adoption, manufacturing, and charging infrastructure development across the state.
Chief Minister Devendra Fadnavis announced the decision on Tuesday, calling it a key step towards sustainable mobility.
The revised policy goes beyond earlier versions focused on two- and three-wheelers, now including buses and other heavy vehicles. These categories will also benefit from complete toll exemptions at designated plazas. A 10% subsidy on the total cost of EVs will be offered, and 100% loan facilities will be made available for purchases.
To support this shift, the state will strengthen its EV ecosystem by building charging stations, supporting battery manufacturing, and tightening compliance norms for housing developers.
“We are looking at making it mandatory for new societies to have EV charging stations — without which occupancy certificates may not be issued,” Maharashtra Transport Minister Pratap Sarnaik said. For older residential complexes, MLAs, MPs and local councillors are expected to facilitate the installation of charging units.
Municipal corporations will also be directed to set aside 1% of their annual budget to fund EV-related infrastructure. “Our primary focus remains the rollout of charging infrastructure and production capacity. If more incentives are needed in the future, we’re open to it,” the official added.
Meanwhile, Maharashtra is preparing for a massive infrastructure push, with up to $100 billion in financing expected to be tied up over the coming months. Speaking at the IMEC Summit 2025 during a fireside chat with CNBC-TV18, Fadnavis said the investments will help position Maharashtra as a key logistics and manufacturing hub.

Transport Minister Pratap Sarnaik also underscored the importance of policy-led transformation, telling Lokmat that the new EV guidelines reflect the state’s determination to reduce emissions and modernise transport systems.
